We have 5 bugs/issues in Jira that will all be solved when adding support for Module, OT and NT headings:
	MODTOOLS-4	osis2mod: bug in handling preverse material
	MODTOOLS-8	osis2mod does not place the New Testament bookGroup title in the correct place
	MODTOOLS-93	New Testament introduction is appended to end of Malachi
	MODTOOLS-94	subSection pre-verse titles are not recognized
	MODTOOLS-95	majorSection titles are not always imported properly- and sometimes drops text

The handling of intros, titles and pre-verse all intersect. The assumption of pre-verse is that what was before the pre-verse belonged to the prior “verse” so that for verse 1 it’d be made into a chapter intro. This had the side effect of NT material being appended to Malachi.
