u2o.py handles both \ca and \va tags in the manner in which the
osis.2.1.1 manual says they should be handled when converting them to
osis. I'm pretty sure usfm2osis.py handles them in the exact same
manner.

I've put far more thought into developing u2o and into converting usfm
to osis than you will ever realize...
