[sword-devel] Xiphos 4.0.0/waf dies on xsltproc2po

It turned out this meant I needed rarian-dev (for scrollkeeper-config)
and desktop-file-utils (I have no idea what that does in the build, but
one of the mailing list messages mentioned it and it silenced a lot of
errors...).

And now Xiphos is working.
