Re: <q>. Yes milestones are equally valid. The challenge is that OSIS needs a <woc>…</woc> tag. As we suggest/recommend BSP (book-section-paragraph) as the primary containers, but applications need BCV (book-chapter-verse), we need to markup WOC within each verse.

So, I’ve coded the one well and the other miserably.
