That's not the issue here, David.

The descriptive Psalm titles in the Bibles being discussed are in fact
canonical in the theological sense.
i.e. The title text is translated from the original Hebrew.

The word 'canonical' in the OSIS standard is not a theological term, per se. 
It refers merely to whether or not the item (title, colophon, etc) is part
of the original published work that the digital edition purports to
represent. 

Some published Bibles even have two kinds of titles for Psalms!

e.g. The translators provided a "chapter title" using their own words, in
addition to translating the Hebrew descriptive titles that are part of the
canonical text.

In USFM, these chapter titles would use the \s tag, whereas the descriptive
titles would use the \d tag.

In practice, only the book of Psalms would normally contain \d markers in
Paratext.
