[sword-devel] imp2vs won't generate a non-compressed module

imp2vs.exe worked OK for me on 6 April.

I'm using the stuff from "sword-utilities-1.7.0-1.zip" downloaded last
October.

AFAIK, the Windows utilities have not been "released" again since then.
