There is a difference between an OSIS xml file and its rendering.

WRT rendering: A title is a block element, not an inline element. A block element always starts "on the next line" and stuff after a block element always starts "on the next line." Some block elements, such as titles, are rendered with additional vertical space before and after.

WRT source xml, vertical spacing (new lines) around a block element are meaningless.

Note, that if the element is removed (i.e. a filter hides titles) something reasonable needs to happen to prevent the before and after from fusing words.
