Matthew has 28 chapters. So if it's looking for chapter 31, 31-28=3. 
Therefore it goes for 3 chapters after Matt 28 and lands in Mark 3. 
Similarly if you count, say, 32 days from Dec 1 you'll wind up on Jan 1.
