[sword-devel] Improving the CzeCSP module

Replacing the quilled square brackets by Czech style quotation marks is
simple enough to implement, but I have a feeling that some of the start
quotation marks should be preceded by a space.

Of the 1648 instances, only 133 have a space in front. Not all the others
should have a space, as one isn't needed at the start of a verse, etc.

Not yet sure what to do about the left & right ceilings.  Even with a
suitable font, these look very strange when viewed in a front-end such as
Xiphos. Need to delve into the OSIS manual to learn whether there is
something appropriate.
