At this year's meeting of the Linguistic Society of America, Rebecca 
Guenther of the Library of Congress gave a presentation on ISO language 
codes (covering 639-1 through 6, IETF's registry, and the future of the 
codes). The LSA's Technology Advisory Committee (of which I'm an ex 
officio member) has posted a PDF of her powerpoint slides, if anyone is 
interested. It's a nice quick, bullet-points-only summary of the 
different standards and their relationships:
