hmmm, actually, in summary!
Can someone sudo:

sudo chown tomcat:tomcat /home/jira/jira-home /home/jira/backup
sudo chmod 755 /home/jira/jira-home /home/jira/backup

:)

(and then restart tomcat/jira after removing the lock file)
