IMHO, it should probably accept references in the current locale and
in the language of the book. This is not supported by Sword, and
doesn't necessarily need to be supported by Sword, but both are valid
in some circumstances so supporting both makes sense [though that's
only for free text reference entry - supporting it if you have a combo
box to select the book name or something similar is possible, but
could be more confusion than it's worth].
