[sword-devel] Library Doxygen documentation

Thanks Jonathan.  It looks like we're still having occasional tomcat 
issues.  The links seem to work for me now after a tomcat reset.

This is quite odd.  I hope we can figure out what the issue is.  If the 
problem starts up again, let's try to take note of the time we reset so 
we can have a thorough examination of the logs to try to hunt this down.
