I don't recall the previous discussion being inconclusive.  For GS, it
is a certainty that first use will induce the "let me help you get a
Bible" interaction.  (GS' mod.mgr has some special-case handling of the
1st-time user which attempts to make it particularly easy.)

It is definitely a bug to impose dependencies of such a sort.
