Terry and I have been discussing this in IRC already this morning.  Good
bug report, thanx.  Terry is looking into it as a navbar failure.

Along the way, I've also just fixed a much more minor issue, so that n:0
content does not display unless headers are enabled.

Module bug.  That content is actually there, as seen with mod2imp.
