Not by necessity. Sometimes very modern stuff is freely available.

I followed the trail from biola to slavic bible and I guess this here is
a description of the source

I transliterated the text to understand a bit more, but still struggle
as I think he does not describe the real source of the Eastern text.

The Western version is well sourced - Dwight Riggs from 1853, Smyrna
(Izmir nowadays) see half way down the page.

So, either this is a very old PD version or it is a preliminary product
of what we have in that link I gave before. I do not know.
