Just FYI, the currently-available ICU for Cygwin does not fly at all;
"genrb" produces no output, not even diagnostics, and exits non-zero.
(I have informed its maintainer.)  So ICU is not enabled in my build
scripts.

I realize that a Cygwin failure is no showstopper, but I figured you
should know.
