I think BibleTime uses it:

CSwordBackend::CSwordBackend()
: sword::SWMgr(0, 0, false, new sword::EncodingFilterMgr(
sword::ENC_UTF8 ), true) {

If I interprete this right the texts will be returned in utf8. But why
it doesn't apply to keys? All would have been well if it did.
