According to the Module Making Guide:
 
When you feel your module is ready to be submitted, please send an email to  
_sword-support at crosswire.org_ (mailto:sword-support at crosswire.org)   
mentioning the name of the module you have prepared and someone will respond to  you, 
asking for further details about how to receive the text.
