The personal commentary is verse oriented and has a particular purpose
(viz. making comments about verses).  While it might be possible to
"extend" it, doing so would probably look very strange in other
applications (which conformed to the original purpose of the personal
commentary).  Verse Lists are conceptually very simple, far simpler
than building on top of the personal commentary, and so it is better
to provide a separate implementation (which also has the advantage
that it doesn't break the personal commentary).
