Another possibility is to use the free crossreference lists included
with WordSend software. Look for the files toomanyxref.xml and
crossreference.xml for the long and short lists. See
http://eBible.org/wordsend/ for more information. (WordSend is LGPL
software.)

You would probably want to change the formats of those files and maybe
change verse reference formats to OSIS IDs or something, but that
shouldn't be hard to do.
