A line break is <lb/>.  A paragraph has to be enclosed in  <p> ... </p> tags. 
 
 
Since a note is included in the text, at the point it applies, and the  <lb/> 
is in the note, it would be the responsibility of the software  displaying 
the text to put the line break in its proper place.
