[sword-devel] STEP Specification

I think we should really just let STEP die. I don't see us ever 
supporting it and its supporters are going out of business or changing 
to other formats rapidly. It was never our responsibility to pick of the 
slack for a defunct standards body, incapable of supporting its own work.
