Something that has always really bugged me about non-developers is their 
insistence on hard and fast time-lines. You just can't give them. Sure 
they're great for assignments and what have you, but buggy software is a 
result of having to have something out by a deadline in some cases. And at 
least half if not more of develoment time is consumed by designing not by 
coding. If you're design is good then it's easy to code and debugging is alot 
nicer.

Also crosswire is a volunteer ministry of people coding *_when they have 
time_* you can't expect a hard and fast deadline from a situation like that.
