[sword-devel] sword-devel RPM does not contain sword.pc

Is this the canonical list of useful -devel tools from the
SWORD project? What about e.g. xml2gbs? Are there any other
module-building tools we should have in here?

Does diatheke belong in the -devel package or in the base sword
package?
