The instructions at the above URL seem to be for WinCvs 1.2. Are there revised instructions for WinCvs 1.3? Does WinCvs 1.3 need Python installed in order to run?

I tried to look in mvnForum and twiki for updated instructions, but my links don't work. Is this related to the server changes, or are my links obsolete?
