[sword-devel] icu-sword update

The icu-sword CVS module is now synced with ICU 2.8.  A new version of 
uconv compiled for Win32 is available here:

And a new version of the ICU DLL (necessary for versions of BibleCS 
compiled against the current version of icu-sword) is available here: 
http://crosswire.org/ftpmirror/pub/sword/utils/win32/icudt28l.zip

I don't have BCB6 installed at the moment, so I didn't test the project 
files against that, but there's a good chance the BCB5 projects will 
work fine.
