[sword-devel] Successful windows CE sword.dll

We will probably want to build with both eVC 3 and 4. 3 will work for
older PPCs (like my poor iPaq, for which I finally ordered a replacement
battery today). But 4 might actually provide native support for XScale
operations to allow those handhelds to realize some of their potential.

I'm going to spend some time today looking through your ZIP and trying
to integrate it with the rest of the library.
