Usually translator know only how to translate. Don't expect too much from them. Our guideline in Mozilla/Gecko development is to keep the file which hand to the translator 
1. Flat
2. name value pair
3. no structure inside
4. no HTML/CSS/JavaScript inside
5. no concatnation of string.
6. use seperate text instead of concatnation (for example, don't put a "save" and "d" in the file, instead, put a "save" and "saved" in the file. This is a real case I hit when I reviewed the gettext localization pakage for the UNIX SVR4 "vi" program in 1990. I still run into this kind of thing 13 years later. Very common mistake. ) :( :( :(
