A lot of times, the reason for this can be traced to HOW the copyrightholders were asked.
For those that already have free versions available for download there are 2 areas of concern that may need to be addressed.
1) Informing them right up front that the sword developers will do the work to adapt the module. If this isn't stated up front, they can be left with the impression that you are asking them to do the work.
2) Give them the option of hosting the module. Some societies like to know how many e-copies are being accessed and may want people to visit their site. Giving them the alternative to host the module and provide them a link from the sword site may be what they're looking for.
Now to address pay for versions. I see in another thread that many of the owners want the sword site to be able to take payments. There may be a reluctance to accept an individual as the pay point. If anyone belongs to a larger church, you may be able to set something up through paypal and have the church handle the transfer of funds to the owning organization.
I justed visited e-sword and am downloading it. I noticed he has several copyrighted versions available. If any of them are unlocked, I'll contact Rick Meyers and see how he got permission.
The other thing I would suggest is working together with him to get different modules made available for both programs.
Since e-sword is not cross platform compatible, it limits the availability of the program. Mac and Linux users are left out. If his aim is to get the gospel out to the world, this should be something he would be interested in.
I've contacted the NET owners and will keep after them until I get a reply.
