ISO 639 & Ethnologue

We prefer the 2-letter ISO codes, followed by 3-letter ISO codes, and if 
neither of those exist, we use x-E-... where ... is a 3-letter Ethnologue 
code.  You might find some codes of the format xx_..., which need to be 
updated to x-E-... still.
