why would he get into trouble? We need to support more than one location anyway (hard
disk and cdrom) at the minimum. If we don't do that already, it needs fixed.

I agree that using a good installmgr would be easier than installing rpms by hand. But
does that mean that people shouldn't be able too.
And the installmgr should be able to handle a multiuser system. You should be able to
install for yourself only, or systemwide. That means 2 locations, one method.
If you already have 2 locations which this requires, then the third (rpm and deb
maintained modules) shouldn't be any more of a problem.
