Yes, it is possible with 1.5.3 or CVS. Put the personal commentary under ~/.sword for any user that wants it. 

To avoid confusion you should to rename the main 'personal' module to something else like 'group' by renaming the 
personal.conf file to something else and rename the data paths and things.

If you want to have personal modules on a per user basis under windows as well, I think you might be able to store the 
modules under $HOME\.sword but I can't say for sure offhand.
