[sword-devel] ICU 2.0-pre updates to icu-sword

The title pretty much says it all.  I updated icu-sword to incorporate
all of the changes to ICU since I created our variation on the official
version.  This is the ICU 2.0 prerelease, so all things referring to
version 1.9 now refer to version 2.0.  There's a new Windows data DLL in
our alpha area in the file icudt20.zip, but nothing has been built to
use it yet.  ICU 2.0 final is still on target for a November 15 release.
