[sword-devel] WinCE update

I got a set of DLLs built for WinCE.  Project files & a few related
source/header files are added into CVS, but as I mentioned they aren't
actually buildable without the commercial library I bought.  Compiled
versions of all the DLLs & libs are at

l-wince-1.5.1.zip.  Currently it supports Windows CE 3.0 running on SH3,
MIPS, and ARM processors.

I'll try to build a sample app this evening to see if any of this actually
works. ;)
