I found out a possible reason for chinese display - a byte swapped unicode character...
Converting codepage win-1250 character 0x9D gives U+0165
U+0165 LATIN SMALL LETTER T WITH CARON ť
U+6501 Is the chinese symbol I think I was seeing. 攁
