I would assume that you are using windows by your mentioning cygwin. cygwin 
allows you to compile linux/unix apps on your windows box. This does not mean 
that you can run them but cygwin is deffinatly a compiler for compileing 
programs. Bibiletime for right now can only be run under linux/unix. There is 
no way to compile this and run it under windows.

Sword does come with a windows frontend and you should not need to use 
bibletime to use it.
