Open source versions of software containing the Sapphire 2 Stream Cipher can now be freely exported to all but about 8 countries (Iraq, Iran, etc.) under export license exception TSU. All you have to do is give notice and provide the URL of where you are posting the software to crypt@bxa.doc.gov.
