[sword-devel] Tools for making translation modules?

Hello brethren,

I've asked this before from a different email address, but wanted to bring it 
up again in case something has changed.  After using SWORD for Windows, I am 
wishing that it were possible to create my own translations.  I know that 
there was a UNIX program to create .vss files, but has one been made for 
Windows?

Are there any tools at all for developing modules for the Windows version?
