[sword-devel] new make target: install_config

There is a new make target: install_config
that will do (hopefully) what it implies-- install a basic configuration
on a box:

/etc/sword.conf
/usr/share/sword/mods.d/globals.conf
/usr/share/sword/locales.d/...

I added a QUICKSTART to the INSTALL text file.  We've had more end users
compiling 1.5.1a since there aren't RPMs out there for them yet, and
some of these questions are coming up...
