I just ran across an open source xml editor: conglomerate,
http://www.conglomerate.org.

dealing with documents which are content based rather than attribute
based. Therefore it is much better for editing documents types
traditionally handled in word processors rather than configuration files

Yes, conglomerate will allow you to edit any "well-formed" XML document.
Although having a "Display Specification" for the document will make it
better.

It is a gnome-2 application, which means that one must know how to build
gtk applications on Windows in order to use it in that environment.
I've just surveyed the instructions for creating a "Display
Specification." Doesn't look hard at all, and one done for OSIS, the
user won't have to worry about it at all.
