5) Reference Systems
Use the structure of existing OSIS documents but without any content 
other than the elements that carry the osisIDs.

Do not use milestone elements but "normal" elements.

The containment heirarchy will reflect and imply the heirarchial 
structure of the refernce system.

Action Item(s):
1) Create instances of the references systems most commonly used and 
assign them a standardized <idenfifier type="OSIS"> value to be used in 
the <refSystem> element within <work>

This action item is unassigned at present.

Issue:
1) For reference systems that are not scripture reference systems it 
should be ok to use elements other than <div>, <chapter>, and <verse>. 
Example would be <div>, <p> or <div>, <div>, <p> or <div>, <div>, <seg>. 
  Is it agreed that the elements don't matter only that they have osisIDs?
