[osis-core] citation paragraph?

Guys,

Merging a set of excellent examples from Jim Albright into the users manual.

Jim calls the attached example a 'citation paragraph.'

Is it a paragraph, starting with 'Nehemiah...'
followed by a block quote, close paragraph.

New paragraph begining with: 'My associate and I...'

Note that paragraph does not have enumerated types.
