[osis-core] OSIS version

Guys,

In an exchange with Todd, Dave Strickland suggested that for versioning 
of OSIS document that we add the following attributes to the <osis> 
element:

majorVersion and minorVersion

so the next release would be:

<osis majorVersion="2" minorVersion="5">
