[osis-core] defaults element?

Guys,

Going through the users manual and found a reference to the "defaults" 
element. Usage was to specify a default value for an attribute of any kind.

We would have to say that when the target is osisID, osisRef, etc. that 
the value given is a prefix but I can imagine uses for defaulting other 
values as well.

Comments? (May just be stray text, Steve and I were both editing in 
turns on his last visit to Covington.)

Note this would mean that the value of the attribute would be string and 
note osisWork.

Maybe we need separate defaulting mechanisms for this?
