[osis-core] osisCore.1.9.9.7 bug?

Gents,

We get the following error in attempting to validate the osis schema:

"Cannot find the declaration of the element 'xs:schema'" which is the
root element of osisSchema.

Logic says that 'xs:schema' is declared in the w3c declaration.

Or is it operator error? :-)
