[osis-core] 1.9.6 -- "base" osisLanguageUsage?

Patrick,

I don't know if you caught my comment in my message that listed examples
of how to use <language>, but I mentioned that we might want to add a
"base" value to the osisLanguageUsage enumeration.

Examples of use include:
A Hebrew Bible -- <language type="IETF" use="base">he</language>
An English commentary -- <language type="IETF" use="base">en</language>
etc.

None of the other values really fit for these sorts of uses, which are
used in the majority of works.
