[osis-core] Minimal OSIS text for user doc

Greetings,

As promised, working on the user documentation! Won't be able to spend 
all day but will do what I can.

Suggest using the following example cribbed from Todd as the minimal 
OSIS document:

Stripped out all the really detailed markup (don't want to frighten them 
off right at first and is only 4 verses so probably fair use from the 
standpoint of the CEV folks. ;-)

Thinking that I will use smaller snippets of this to walk people through 
the header element. (BTW, this validates as a small OSIS document.)

I won't have time to finish the OSIS Users Manual today (the OSIS CD and 
some ISO stuff I have promised out will be interfereing) but anticipate 
doing revisions that will be available for downloading both at the SBL 
meeting as well as a final version sometime, hopefully late this year.

To that end, where I insert more than 4-5 lines for an example, I will 
be inserting (contributed by: name) in the text and will have a list of 
contributors at the end.

As the manual grows and we cover more topics, I am sure we will be 
inserting more material neither Steve nor I have authored and I would 
like to give everyone credit for their contributions.
