[osis-core] Parallel passage with multiple references.

Patrick,

I like you idea of using <title>.  At present I have finalized my
encoding of the CEV.  That does not mean that can't make it a "best
practice".  The other thing that could be changed are taking out the ";
" between references and leave that to the rendering process as well.
That does, however, make the rendering job a little harder.  What do you
think about recommending that the punctuation between <reference>
elements be ommited.
