[osis-core] Placement of castList

Currently, castList only goes inside work -- but I think we might 
want to allow it in div, also.

For example:

    Someone may want to put a list of characters at the top of Songs 
of Songs, or Job.

    People encoding dramatizations of Scripture, or non-Biblical drama 
in general, may want
    a cast list at the top of each act or scene (speaking of which, 
shouldn't act and scene be defined
    div types?

I know, little nits. But am busily writing doc on this stuff, so I 
had an excuse to be thinking about it...
